Did not receive promised raise

I would like to know if anyone has some input on my current situation? I got a promotion that started July 1st. Prior to this I was promised (by my boss) twice that I would receive a raise from this promotion. I never got that raise. Yesterday was my mid-year review. I brought up the issue of not receiving my promised raise, only to be met with some line about there being a company spending "freeze". I was offered a potential $500 spot bonus as compensation. I equate that to a big slap in the face. I told my boss to talk to his boss about this, which he said he would, but kept going back to the spot bonus. I know for a fact he wont say a word to his boss. My initial plan was to type up a letter stating what was promised, what the outcome of that promise was, and what my feelings are on the situation. I would send this to my boss, his boss, and the company president. I then thought a safer course of action would be to bring this up with HR. I was going to set up a meeting with HR today, but gave myself another day to think it through. If I pursue either course of action, my working relationship with my boss will be much different from then on. If I make one slip up like showing up one minute late, he will right me up, or worse. He has, and still is, doing this to another guy who brought him to HR. What do you all think?
