One of the ways to reach out to the public is through the local school newspapers. Most of them have a page of ads at the back for the local businesses. I don't think they cost very much to put in a couple of lines, if they charge anything at all.These go home with the children and the parents generally read through them for items about their chldren. The Church bulletin is good as well and also in the local grocery stores there are usually bulletin boards where you can stick up a flyer. These are a couple of suggestions for marketing a small business for little bucks.
